how does a voltage converter adapter work?

I’m really confused how they work. what’s the difference between the converter and adapter? I’m planning to use a canadian appliance in an asian country. so, will that work?

A Voltage Converter is used to ‘step up’ or ‘step down’ the supply voltage.
Take as an example I take an electrical appliance from Australia (240v 50Hz) to the Philippines (220v 60Hz), I would need a converter to ‘step up’ the supply voltage likewise if I purchased an appliance from the Philippines and took it to Australia I would need a converter to ‘step down’ the supply voltage.
The differing Hz will affect such items as tv’s, monitors and timers.
An adapter is the part that enable you to plug in your appliance.
In Australia we use a three pin plug/socket arrangement while in the Philippines they use a two pin plug/socket. Therefore an adaptor is required.
